The proposal seeks to recognize the five United States Army 5-Star Generals, George Marshall, Douglas MacArthur, Dwight Eisenhower, Henry Arnold, and Omar Bradley. The release of the coins would also coincide with the 132nd anniversary of the United States Army Command and General Staff College. An identical bill has been introduced in the Senate under S. 455. During 2008, a similar bill was introduced on October 3, 2008, however it was never voted on in the House or Senate.
The proposed commemorative coins would include $5 gold coins in a quantity of up to 100,000, $1 silver coins in a quantity of up to 500,000, and 50c clad coins in a quantity of up to 750,000.
The designs requirements included in the proposal are not specific to each different coin that would be issued under the proposal. Broad requirements are provided that the design of coins should include portraits of Generals Marshall, MacArthur, Eisenhower, Arnold, and Bradley. The inscriptions would be required to include the value of the coin, the year “2013″, “Liberty”, “In God We Trust”, “United States of America”, and “E Pluribus Unum”. The final designs for the coins would be selected by the United States Treasury Secretary after consultation with the Command and General Staff College Foundation, the Commission of Fine Arts, and the CCAC.
The coins would be issued in uncirculated and proof versions for a period of one year starting from January 1, 2013. Surcharges would be added to the sale of each coin in the amounts of $35, $10, and $5 for each gold, silver, and clad coin respectively. The surcharges would be distributed to the Command and General staff College Fouundation.
